Whether one address may be crawled, and which line decided it.
The rule that applies is the longest match inside one group, not the first line that looks relevant, and a crawler obeys its own group instead of the wildcard one rather than both. That is why reading the file by eye gets this wrong. To see the whole file and its sitemap instead, use robots.txt and Sitemap.
What it cannot tell you: whether the page will be indexed. robots.txt governs crawling, not indexing, and a blocked URL can still appear in results from links alone. Nor is it what Google will do: every crawler has its own tolerances for a malformed file, and this reads the standard rather than any one of them.
